Invitation for implementation of the Balancing Market

ANNOUNCEMENT- INVITATION

The "Independent Transmission System Operator", with the distinctive title ADMIE S.A., and headquarters  in Athens, at 89 Dyrrachiou St and Kifissou st., makes the following announcement: The Hellenic Electricity Market needs to be reformed in the frame of the coupling of the European Electricity Markets, as provided for in the Network Codes  drafted  by the ENTSO-E. For this purpose, the Greek authorities have already issued Law 4425/2016 (Government Gazette Series A No. 185/30.09.2016) and the Regulatory Authority for Energy (RAE) has issued the guidelines for the development of the Market Codes (RAE Decision 67/2017). The drafting of the aforementioned codes is already under way. Pursuant to Law 4425/2016, the wholesale market for electricity in Greece consists of the following discrete markets:  Forward Market, Day-Ahead Market, Intra-Day Market and Balancing Market. According to Law 4425/2016, ADMIE is responsible for setting up the necessary infrastructure for the management, operation and settlement of the Balancing Market. The Balancing Market includes the Balancing Capacity Market, the Balancing Energy Market as well as the Settlement of Imbalances. Specifically, RAE’s guidelines foresee the development of a Balancing Capacity Market, which involves the submission of offers by the participants to the System Operator for the provision of the necessary reserves and the safe operation of the System in real time, and a Balancing Energy Market, which involves the submission of offers to increase or decrease the injected or absorbed energy. In addition, as provided for in Article 5 of Law 4425/2016, a significant element of the design of the balancing market is that the central scheduling and dispatching of the production units by the System Operator (unit-based central dispatch), will be maintained as a basic principle of the balancing of the system. Within this framework, the central scheduling process (Integrated Scheduling Process) will be a separate process of co-optimisation of balancing energy and balancing capacity. Further information on the basic principles of the new market design can be found in the guidelines issued by RAE, published in the Government Gazette No. 774//13-3-2017. A prerequisite for the new Hellenic Electricity Market is that ADMIE develops and operates the necessary ICT infrastructure for the operation and settlement of the balancing market which will ensure the reliable operation of the electricity market and the security of the transmission system. According to the time schedule of the above reform of the electricity market , ADMIE must have the relevant ICT infrastructure up and running by June 2018, for the proper operation of the discrete Balancing Market. Based on the above, ADMIE hereby invites to meetings Economic Operators which have experience in similar projects and have developed relevant infrastructure (software, ICT infrastructure, etc.).  In these meetings, ADMIE will present the basic requirements for the implementation of the above market, and the interested economic operators will be able to present their capabilities and products on similar projects. The aim is to explore and evaluate these proposals and, within the framework of applicable law, plan the appropriate and necessary procedures in order to come up with the best solution for the timely implementation of the balancing market. All interested parties should express interest to ADMIE by Monday 19 June 2017 via email at balancingmarket@admie.gr. The dates and times of the meetings will be set for each interested party separately and each meeting is expected to have an indicative duration of three hours.
