Market & Network Regulation Department
The Market and Network Regulatory Affairs (MNRA) Department belongs to the General Division of Regulatory Policy.
Its key mission is to process and promote regulatory issues concerning the energy transition and to monitor regulatory developments in Greece, Europe, and internationally, and study their impact on IPTO businesses.
The key objective of the MNRA Department is to promote crucial actions for the completion of IPTO’s European obligations and the efficient and optimal integration of the regulatory requirements into the Greek energy market. MNRAD also has an active role in ENTSO-E’s working groups.
It is considered as one of IPTO’s most innovative and cutting-edge departments due to the continuous developments in the European and national regulatory framework, particularly regarding energy transition challenges.
From an organizational perspective, the MNRA consists of two branches:
- Market Regulatory Affairs Branch,
- Network and Operation Regulatory Affairs Branch.
Role and responsibilities of each Branch
Market Regulatory Affairs Branch
- Design electricity markets and mechanisms managed by IPTO.
- Prepare and submit proposals for the establishment/amendment of the regulatory framework and its harmonization with the European framework.
- Monitor of the European regulatory developments and the methodologies established within their framework and analyze their implications.
Network and Operation Regulatory Affairs Branch
- Monitor regulatory developments in network and operations issues and integrating them into the national framework.
- Contribute to the development of relevant methodologies and studies.
- Monitor the European connection and operation codes and the methodologies established within their framework.
Achievements and successes
MNRA’s Department notable accomplishments are the following:
- The design of the demand response participation in the balancing market.
- The design of the storage stations participation in the balancing market, the integration of which is one of IPTO’s strategic objectives.
- The development of the regulatory framework for the operation of the Greek balancing market in view of IPTO’s participation in the European mFRR and aFRR markets, i.e., the MARI and PICASSO Platforms.
- The application of a new Network Tariffs’ methodology.
- The development of a framework for managing RES Units production in conditions of limiting their injection for factors related to the reliability or operational safety of the HETS or the HEDN.
- The development of the methodology to distinguish the energy activated for purposes other than balancing.
