IPTO is pleased to announce its successful connection to the Platform for the International Coordination of Automated Frequency Restoration and Stable System Operation (PICASSO) on 18th of March 2025.
PICASSO is the implementation project endorsed by all TSOs through the ENTSO-E Market Committee, which establishes the European platform for the exchange of balancing energy from frequency restoration reserves with automatic activation or aFRR-Platform, pursuant to Article 21 of the Commission Regulation (EU) 2017/2195 of 23 November 2017 establishing a guideline on electricity balancing (EB Regulation). PICASSO project includes 29 TSO members and 1 TSO observer (visit PICASSO webpage for further details).
The connection of IPTO to the PICASSO platform is a key step in the process of formation of a resilient and efficient common European energy market, making possible the exchange of balancing energy from aFRR in the Southeast Europe through its common electrical border with ESO EAD, the Bulgarian TSO.
